De provincie zal als aandeelhouder op afstand functioneren. In de statuten is een Raad van Commissarissen (RvC) opgenomen om als toezichtsorgaan te fungeren. De leden van de RvC zullen niet afkomstig zijn van provincie of gemeenten maar worden benoemd op basis van een op te stellen profiel en deskundigheid.
Voor de leiding van de onderneming wordt deskundig management aangetrokken.
Voor de selectie van het management van de onderneming moet een profiel worden opgesteld waar kandidaten aan dienen te voldoen.
In principe zijn er voor de invulling van het management twee mogelijkheden:
- inhuur van het management (via aanbesteding);
- invulling van het management door een natuurlijk persoon, die in dienst treedt bij de onderneming
